Windstorm Certification
Most new construction, roof replacements, major repairs, and other alterations require an inspection and certificate of compliance. During the inspection process, we will verify that all construction is in compliance with TDI product evaluations, manufacturers approved installation and/or engineered construction drawings
Get Your Project Certified
As of June 1, 2020, all new and ongoing construction, roof replacements, major repairs, and other alterations must be inspected by an engineer appointed by TDI (Texas Department of Insurance) for a TDI WPI-8. Any completed construction project can be inspected a State of Texas registered engineer to receive a TDI WPI-8.
As of September 1,2020, all new construction must meet the minimum requirements of IBC or IRC 18 to receive a TDI WPI-8.
Who's Affected?
TDI has designated the 14 coastal counties and some areas of Harris County to be in the catastrophe area. Homeowners in these areas may not be able to obtain private insurance that covers windstorm and hail damage and must get coverage through TWIA.

In order to purchase a TWIA policy, most homes and properties must have a certificate of compliance verifying that the structure meets applicable building codes and can withstand high winds and hail.
For alterations like a re-roof (non-shingle), re-sides, new windows, new doors, new skylights etc., we will inspect that these products are installed in accordance with TDI product evaluations. We can even inspect solar panel installations - click HERE for more information.
For new construction and additions, windstorm/structural engineering and design must be completed for all projects within the designated catastrophe area. Windstorm Engineering LLC can even engineer your project to meet the design requirements of the code.
This must include a Windstorm Compliant Plan and Foundation Plan.

Our Inspections Include...
Foundations
We inspect all aspects of the foundation system. This includes, but is not limited to, rebar sizes and spacings, concrete beam depth, beam location, vapor barrier, pier depth, timber piling depth, timber stringer/beam sizes and all bolted connections.
Foundations must be poured, and piles set in accordance with an engineered stamped foundation plan.
Wind Borne Debris Protection
We verify that all glazed openings are protected from wind borne debris.
Framing
We inspect all framing members used to resist the gravity, lateral and uplift loads experienced by the structure. This includes but is no limited to, floor joist, ceiling joists, rafters, studs, headers, wall sheathing, roof decking and beams.
Components and Cladding
We inspect the installation of all windows, doors, siding, roofing and any other products that will be attached to the structure and verify installation is consistent with TDI product evaluations.

Clips, Straps,
& Hold-downs
We inspect all clips, straps and hold-downs are installed in accordance with manufacturer’s installation requirements and are consistent with our Windstorm Compliant Plan.
Exterior Mechanical Equipment
We inspect that all A/C condensing units, generators and any other mechanical equipment that may be connected to the structure are anchored to with stand 100 lbs. of uplift.

Some home repairs don't require a windstorm inspection.
Steps for Getting Started
REMEMBER....A copy of your plans must be reviewed by our office for Windstorm BEFORE you begin construction.
CONTACT US
Once your office prepares a start package have them contact our office to request a WPI-1 form. (409) 370-6072
ENROLLMENT
Once our office receives the request, a file is set up and necessary paperwork is sent to the Texas Department of Insurance Windstorm Program for enrollment.
INVOICING
An invoice is sent to your company’s main office for processing.
INSPECTION
The next step are the inspections: Foundation, Frame, Deck, Shingles, Brick Ties, and Final. Coordinating and scheduling inspections in advance is required.
ISSUANCE
Once all inspections have been approved a WPI-2 Form is issued by Windstorm Engineering LLC. and sent to the Texas Department of Insurance Windstorm Division verifying completion.
CERTIFICATION
Approximately four to six weeks later the Texas Department of Insurance will send an original copy of the WPI-8 Certificate of Compliance to the builder, owner, and Windstorm Engineering LLC. This completes the process.
At times the state may be behind in issuing the WPI-8 due to overload. Any questions by the homeowner or the insurance company should be referred to us. We can assist in dealing with the State to expedite matters.
